The League of Wisconsin Municipalities is seeking a Wisconsin artist or artist collaborative — in any artistic medium and/or media — to share/co-create their work with the attendees at the League’s 2024 Annual Conference at the Madison Marriott West Hotel in Middleton, WI, October 23-25, 2024.
Compelling proposals should entail community-engaged practice. In other words, this work should bring the gathered community into the creative process. It could be any art form – story-telling, digital, dance, visual arts, theater, music, etc. Ownership of any work produced at the conference is retained by the artist(s), however the League reserves the right to document and publish — via photography and/or videography — the work and attendee interaction with it.
The League of Wisconsin Municipalities was created on December 14th, 1898 to help Wisconsin cities and villages share ideas and learn from one another, to train and provide information to the people elected and appointed to govern those cities and villages, and to advocate on their behalf with the Wisconsin Legislature, Governor and state agencies. The League’s 126th Annual Fall Conference is a place for municipal staff and elected officials to find encouragement in a community of local government enthusiasts, share experiences, and together create the future. The 2024 conference will uplift stories of excellent community service, inspirational ideas, and practical solutions.

The League is seeking proposals that recognize the power, value and commitment of the public sector and local government – specifically, cities and villages – to community engagement, access, and service, for all residents. A vital component of a compelling proposal is the capacity of the artist(s) to invite the gathered community into a creative process as part of the work.
The opportunity for set up will be at the Marriott on October 23, 2024, details TBD. We envision participant engagement during the opening general session on Wednesday, October 23, at the Expo Booth session, lunch and networking breaks and before the Thursday October 24, and Friday October 25 keynote sessions. During the conference, at points to be determined, there should be some opportunity for community engagement with the work. There are also possible passing times in between scheduled events in which participants might engage en route.
Proposals must be submitted by Friday, August 30, 2024. The artist(s) whose proposal is selected will be notified by September 20, 2024. The artist selected will receive free conference registration and a $2500 honorarium.
SELECTION PROCESS
The submitted qualifications will be reviewed by a selection committee composed of League of Municipalities and Create Wisconsin staff, board members and constituents, community members, and art and design professionals. Selection of three finalists will be based on the following criteria:
- Quality and fit of letter of interest
- Quality of work samples
- Quality of statement describing approach to the project and the site
- Demonstrated ability of artist(s) to complete Artist-in-Residence project based on bio and prior work experience.
PHASE TWO (Interview)
A small group of finalists may be given the opportunity to interview via Zoom with the Selection Committee. The artist or artist team will be given a list of interview questions in advance. One artist or team will be selected as Conference Artist-in-Residence. Selection will be based on the following criteria:
- Resonance with the project description
- Knowledge of or willingness to engage in an exploration of public discourse
- Mode of working and plan for including the conference attendees
- Experience working with various groups of people representing the diversity of Wisconsin
- Ability to communicate design concepts and complex issues with a variety of stakeholders
- Ability to identify and absorb information from a variety of sources and distill it into a unique design concept
- Experience bringing people together through the arts and creativity.
HOW TO SUBMIT PROPOSAL (in digital format only)
Artists should submit proposal responses in the following order and in a single PDF document (maximum five pages):

Statement of Qualifications or Resume. Indicate the artist’s particular abilities and qualifications related to this project.
Statement of Interest: Describing the artist’s interest in the project, a statement addressing eligibility criteria, and a brief description of the approach to public engagement in the arts in general and this Artist-in-Residence project in particular.
Project Understanding and Approach. Explain the artist’s understanding of the Scope of Services to be performed and the process that the artist will use to complete assignments.
Sample of Art Work. Provide a sampling of art (up to five images) that the artist has previously created, that relate to this project.
References. Provide up to three references, with contact name, phone number, and email.
